The cost reduction is based off some combination of Adoulin fame and total imprimatuer usage. The best strategy is to complete all the available Adoulin quests and continue running coalition assignments. You'll eventually start seeing price drops.

I got that from a fellow Secondary Ed English major doing the full year of student teaching. He hates Shakespeare though, so it's just that much sweeter.

I just watched the Prison Poon episode so I think we're in the same place.

My only problem with it so far is that it makes prison seem a bit too cute and quirky but I'm assuming that changes at some point in the future.
