God has a sense of humor.

Supposed to get released today, so I'm driving. Get half way to parkland and go "what's that smell?" Pull over and something on the electrics side is sparking and smoking.

Yeah, you need to get your General Research Skill to 1500-ish. You're probably better off working towards one of the other equipment sets instead, though.

I'm working on Omega Force and New Romulus reputation atm. Omega has badass ground and space sets, and New Romulus tier 4 has the Romulan Hyper Plasma Torpedo Launcher.
Also working on getting my alt leveled to help beat the daily dilithium refining cap.

You can use the exchange to move refined Dilithium around the characters on an account, yeah, but unrefined is character bound.

EDIT: it reads 306 because you are at about 45 mph, which is very close to the speedo's G-spot at 55mph.

So once the servers are back on, should I just focus on leveling ... or do I have to go anywhere to start this STF stuff (other then talking to the guy on DS9)

Cap your level first; that way you get access to the Elite versions of the STF fleet actions. Not all that much harder than the normal, but give like triple the marks and some of the items needed for the Mk XII equipment.
Reputation system is accessed through the Reputation tab on your equipment screen.
STF's are accessed through the PVE queue menu like every other fleet action.

Infected: The Conduit is probably the easiest space STF for Omega marks. Gotta destroy a Borg transwarp gate; destroy the smaller parts on the outer edges first, then the middle parts, then the gate itself. Also destroy all Borg ships in the area. Most people focus on taking out the gate parts and Spheres first, and ignore the Tactical Cube until the gate is down.
Optional objective is to complete it within 15 minutes and not letting any of the Borg ships repair the gate. Completing the optional awards extra marks.

Don't get me wrong, still love Intrepid Class, I just don't want to feel like I am in 24th Century Still. =/ I like my Nacelles just not Bussard Collector Part. Im picky! D:
