Well, you're running a cruiser, so stack as many Beam Arrays (of the same energy type (eg, all phasers, or all plasma, etc); don't be a disco ball), and one torpedo launcher on either end of your ship (forward torp launcher all share a cooldown, as do all aft).
Then just broadside everything while occasionally slinging torpedoes at them.

Nah, just stick with what you get from missions until you hit lv50, otherwise you're gonna regret spending credits on stuff that'll be out of date as soon as you hit your next promotion.
