I think the OP of that tread was looking too deep into the issue and was wishful thinking
So this is the best Item Efficiency Spreadsheet I've found. There's lots of them that are easier to read but this one has Dominion items.
Very nice for looking into doing stuff like getting a Brutalizer without building it into Youmuu's (which is only efficient with the active) and building Bilgewater Cutlass without giving Gunblade a second look on champs that don't need the AP/Vamp.
Brutalizer doesn't look so good in this one because it doesn't factor Arpen and CDR at all though. Getting 25% item CDR with Lucid boots and throwing +15 arpen on my +15 arpen runes is just nuts.
