It's part of the lore. The champs are aligned to various city-states/territories. I think it's an addition to the story rather than a new map, but we'll see.

Never had problems with Rengar myself. He'd kinda destory people in Dominion but not to the point where he was "Welp, That's a rengar." I do enjoy his ult nerf though. That made him nearly impossible to kill when he just escapes with it.

I enjoyed spamming Jayce's gate anytime it was up in order to move around the map, the cost was so low that it would be refunded by the time it is up again, even at level 1 :/
