Nah, not getting XP at first is legit. I had the problem a couple times when starting out shortly after update / maint. Usually only takes ~4 kills or so to get XP though it'll still be a low amount.

BTW, the emergency maint today was a fix to a quest.

So, got up to 600 XP a kill in Mea yesterday and about 400k XP in around ... 5 ish hours, so I'll say no, no it isn't nerfed
