How? Every character can be cheap. You just have to learn how to do so. Look at Ike. You can easily lock people in the A combo to stack damage. Meta Knight? Easily can button spam in the air.
Cheap moves, Cheap strategies, Cheap Characters, they're all the same. >_>

Have you played on some stages where Pikachu just sits on the edge, and just spams B, and Down+B? And if you try to get near them, then do Forward+A, and shock you. It's hard to smack that little yellow rat off the ledge sometimes.
Snake has mines, rockets, and grenades. It's not as much cheap, as it is annoying, because you can be fighting someone else, Snake comes along, drops a mine, and boom.
