Correct. If you have an "unoffical" version of windows such as a copy of an original disk, it likely DOES NOT have Japanese standard if you're not on ROFLME or Vista. (Even vista might not have it). This is because you need a second disk that comes in the original packageing to download the data for Eastern Asian Countries, such as Japan, China or Korea.
It sucks, yeah.
Vista has an optional update with ~70 language key sets.
