You need 30 of these for the new TotM Trail for OaT, they can be obtained from Bastion for 300 points each.

Bastion is the new Campaign type of battle in the three zones featured in Scars of Abyssea.

You can find out any and all information about battles, when they are about to begin, and the defensive value of the battle field all from Port Jeuno, so you don't have to sit in the zone burning time, wondering when a Bastion is about to start.

I don't know when they changed it, but these are now able to be bazaar'd.
