Rare drop from any high level mob. Can be dropped together other crests.
The crest drops work different than normal drops. It just can drop after a cooldown is over after first crest dropped.
Also, next update it will be possible to exchange other seal/crest by that (most likely by shami/shemo with some ratio).
Finally those crests allow the entrance in the latest battlefield via micro and macrocosmic orb. Both can drop revamped version of some weapons that drop in others normal bcnm, but macrocosmic orb allow also drops of af1 upgrade mats.
Micro cost 10 skc and macro 20 skc.
