It is been reported that the 3 neck pieces are your choices of reward when you finish the Seekers mission line.

Also, though not confirmed yet, this piece is likely showing the imperical value since the game's code handles TP as a max value of 3000, but shows 300. Just like PLD's +1 hands that show Shield Mastery +10 and DNC's JSE dagger that has Regain +10 under Samba.
