On Bismark it's better to buy this on the AH than spend the ISP on it. With the rate of Imperial Gold Coins you can spend half the ISP on those, sell them, and afford the strap.
This was really good before the ZNM elemental straps came out. RDMs should trade in their Staff Strap for a Wind Grip, it really helps with spells like gravity.
