Relatively easy to obtain during Harvest Festival. Have one person dressed as a shade and the other dressed as a skeleton meet under a bomb statue(?). I got mine in Bastok Mines, using the NPC inside the Chocobo stables to turn into a shade. Have your friend open the door because you can't open doors while in a costume. My friend got his skeleton costume from one of the two vendors near the exit to Bastok Markets. The bomb statue is between these two NPC's, next to the AH.
