Standard replacement for refresh from Black Cloak as it enables you to wear a head piece.
No don't nuke in this, Igqira Weskit has Magic Attack +5 as this well doesn't.
BLM can wear Dalmatica Abdullah, not sure what planet you're on as it is a further upgrade from this as it offers Magic Defense Bonus +5.

Umm... the Weskit still has the MAB which even for HNM is still better than this for nuking in

Might not be the best for straight nuking but viable piece for solo'ing pets to help with resists and still be able to utilize the head slot
