While this was disappointing to me, when looking at it in a practical sense it's the equivalent of over 15 Hi-Ethers in one inventory slot, combined with DEF, MND, a little MP, and some elemental resists.
This is a decent shield for WHMs using clubs such as Asklepios or Templar Mace rather than staves, but if the MP recovery isn't important to you then the Numinous Shield +1 is a better choice, offering the best MND on a shield until Muse Teriqah at 74 or Psychist shield at 92.
I wouldn't recommend this for PLD, as there are a number of better options.
