This mask will almost never beat out Walahra turban in an uncapped gear Haste scenario for most every job on the list (notable exceptions being Cor, Pup, and Dnc when under very low acc conditions).

This mask shines, however, when used on a MNK with Occasionally Attacks 2-3 times Ursine Claws, Footwork, and Poise Shoes. Because Poise Shoes are 5% Haste, a MNK only needs Black Belt, Byakko's Haidate, and Poise shoes to hit 22% Haste. Walahra Turban would bump a MNK into 27% haste, which is essentially wasting a full haste point. The 4% Haste from this helm will cap a Mnk at 26% Haste as well as offer plenty additional offensive benefits over Mnk's other 4% Haste Head solutions (Attack+3 from Denali, Dex+4 from Aurore).

Askar over turban is the most ridiculous argument.
the acc/atk gained would never ever ever benefit someone more then 1% more haste.

But this with the STP/acc actually has the benefit of giving people the next tier of STP for 5/6 hit builds that couldnt reach before. Such as Drg/ NIN. All the new gear with STP will allow /nin to have 6hit. yay
