The problem with conserve tp for RNG is that ranged weapon produce so much tp, 20 for 5 hit, 25 for 4 hit, that you would need conserve tp to return at least 20-25 tp to be of any use. Conserving any less than 20 tp is completely useless if you have a 5 hit or lower. Thus, for WS this is pretty much useless. Possibly useful for tp if you need lots of accuracy.
