It's simply a fail at SE translating them from japanese to whatever language.

So everyone who's grumbling cos SE "changed" it, they didn't, you've always been using the same -10 subtle blow and that important +3 Hand-to-hand skill.

Just an observation, according to SE's development schedule, the level cap will be raised to 99 before the end of this year. That means HTH skill caps will rise too.
