I think whether or not this item is "better" than Orison Cape for WHM depends (like most FFXI gear) on the rest of the WHM's gear and the situation. The addition of 1% more Cure Potency to the Surya's Staff @ lvl 95, plus the 1% more Cure Potency given with the Oretania's Cape (over Orison Cape) could free-up the neck slot (Fylgja Torque) or earring slot (Orison Earring) for different gear, if you had been using those two items to reach 50% Cure Potency @ lvl 90 on WHM. If you're suggesting that Orison Cape is "better" for WHM based on the -Enmity, you could get the same -Enmity from a Novia Earring/Oretania's Cape combination, when compared to Orison Earring/Orison Cape. Plus, as others mentioned, the Oretania's Cape is far more versatile, since many jobs that cast Cure spells can equip it.
great for blue curing, as much as we miss out of some of the cure pot pieces this is a good one.
and if you're still saying cure iv for sch and rdm, sure if you don't have a blu worth two dead flies with some basic mnd and potency gear. Magic fruit and P. Embrace don't soft cap like cure iv does
I think this would be neat for a main healing RDM and maybe SCH. I cant see any other jobs using this for any reason cos if your getting it for the HP+ their are much better back peaces and much cheaper at that.
