If someone could make this would be great. Say if auto-target on. And if mob not 98%, or Red. Would be great for ody, with multi hit WS jobs.

I think they wanted something that prevented the game automatically assigning their target to an enemy that is unclaimed or above 98% HP, probably so they aren't accidentally waking stuff up?? It is rather unclear though.

Yeah there is actually no description of what the requested functionality is. Just when it should do something.
