POL Wont Start The First Time

So weird issue on my Wife's PC

POL will not start propperly the fist time. it just spin the mouse cause a bit and then show nothing however in taskamanger i can see the POL.exe (With 1 thread only) as well as a newly rundell32.exe created.

If i let them sit in their sombie states and restart play online viewer the 2nd playonline viwer will start fine. and anyone following as long as i leave this zombie first version running

if i kill the zombie process and rundell32.exe the next start will not start and once again give me the zombie process

another fun info is that playonline is also unable to fully updat itself as it will not be able to replace one single file.
i na thne close down all running isntance of POL and simply replace the file itself and it the update is done.


Things tried
- Reinstallation/rebooted ( a couple of times)
- sfc /scannow. chkdsk show no errors
- Tried copy over my POL form my computer as it works fin. but same issue
- Update graphics drivers
- Compatibility mode (Windows XP sp3)


systeminfo
- Intel i7 2700k
- 16GB of ram
- Samsung 840 SSD ( c: driver where the game and pol is installed)
- Westerndigital 3TB secondary driver ( contains the installation files
- Windows 7


Hoping maybe somebody has had the same issue and know the issue/solutions, before i reinstall the computer.

Added info:
i can terminate the zombie pol.exe. as long as i keep the rundll32.exe alive any new instance of pol.exe will open

Win7 issue. Something about Microsoft not supporting some gamerelated app on 7.

It works fine on my computer with win7 so its not a hard win 7 error

did the same
- unregisted the dll files and deleted them
cleaned out the registry sub folder of gameux and denied permissiona to system on the gameux folder and BOOM working after a reboot

Maybe I should try the same, stopped using my win7 laptop cause it couldn't load pol.
Nvm I'm sure I tried this but didn't work.
