Shouts Page

The Shouts page is pretty broken. First letter being cut off, spamming lines of the same message, lots of random symbols, and I'm also not even sure that all the shouts are being output.

I'm recently returned, how long has this been going on?

Can this be fixed? And, if so, is whoever fixes it willing to implement a filter for bot/rmt/merc spam? (probably not an issue on most servers). It doesn't necessarily need to be filtered completely out, but it should definitely not show someone posting the same message every 30 or 60 seconds for 24 hours a day. Maybe like a 15 or 30 minute cooldown on showing those in the log.
