Strange "flickering" In Game

I don't really know how to describe this issue... It's like flickering, but it seems like it's only on some in-game layers. You can see that REMA glows, names, and home point are not being affected in the video.
Anybody have any idea what's happening? It's been happening periodically for a while, but today it happened anytime I moved my mule forward and I was able to capture it on video. You can also see it stops doing it after standing still for a moment.

I am going with a dying monitor. Something similar happened to me a few years back. If you have a flatscreen TV or even another monitor it is very easy to test.

I would say it might be a driver issue.

I remember having this issue with AMD drivers when the glowy bodies first came out in the game.

I rolled my drivers back a few months, which solved the problem.

I'm noticing that certain windower plugins are not affected, so i would suspect driver or even windower plugins over a dying monitor.

Run the game vanilla and see, if that fixes it, it's your windower ***, if it does not, it's graphics driver.

It's the newest dupe exploit.

Better report it to STF and not abuse it.

I had the same issue in COP areas yesterday. Felt like a strobe effect. Gets my attention off screen. Mine wasn’t as bad as yours.

My money is on GPU driver atm too.

If it was the entire display going out, then I'd think maybe GPU or monitor, but it's literally just portions of only FFXI so there is no way it's either of those. GPU runs everything else flawlessly.

Is your refresh rate set at a higher rate than the monitor can display? Based on that it's not happening when you're standing still I'd almost certainly say it's a driver issue.
