Oops, meant to reply sooner. Thanks guys, I looked into it and its something weird with how my Modem is Distributing Bandwidth.
It's one of those Gateway Modems that Verizon always gives out and normally its not a problem but I guess 100M is just low enough for this thing's shitty settings to cause some problems. Looking into fixing it now :)
