I have disconnected across multiple accounts of mine on atleast 2 occassions now

Are you all on the same ISP? I see two of you displaying that American flag while I'm in the UK having no issues at all.
0 issues all 4 accounts and no issues with people in linkshell
I'm on Comcast and have no issues, surprisingly. Blizzard announced that some of it's player base is "experiencing high latency and disconnections as a result of DDoS attacks towards certain internet service providers." Probably one of the east coast ISPs like road runner / spectrum or something.
Edmonton Canuckistan here and had some R0 issues earlier where I DC'd twice, but been fine for a few hrs
There were two noticeable d/c events today on Asura.
The first happened at 11:41 Mountain and took the online population from 2401 to 1933: 468 people. This event affected 19.5% of the 2401 people who were online at that time.
The 2nd event wasn't all that long later and took the online population down by 310. I don't remember the before/after online population numbers, only that it was like 2200 something before it dropped by about 310 people on the second event.
Two people disconnected on both events that were in my group while myself and another did not disconnect on either event.
I don't know what made me think to do a /sea all mid fight in reisen when I saw two people red dot, but I did. And then after the fight finished very shortly after they started to d/c, I continued spamming /sea all and watched the numbers drop until they didn't drop anymore.
I specifically asked in LS if anyone in ls who disconnected on the first one did NOT disconnect on the second and no one spoke up. I assume that it was all basically the same people who disconnected on both of these events and that the only reason the server population didn't drop by roughly the same amount on both events is that bots or afk people never reconnected between the first and second event.
People ranged from AZ, TX, OH, and PA as states that I was made aware of based on both ls and party chats trying to dissect who was affected and why. ISPs were mentioned, too, but nothing stood out to us for where to blame.

has been kinda up and down all day. was really bad this morning then it stabilized mid day and now its acting up again
