They didn't want to risk having any players remaining that were still making capes to discover errors in their implementation and proclaim that SE can't even code something that the more talented among us could add-on within weeks... Again.

Maybe I am just misunderstanding the wording, but what does "the addition of job-specific cape reforging slots" mean anyway?
One slot added to ambuscade capes, with the ability to add a defensive augment to that slot.
What is contained as new options in the new slot, are yet to be revealed.

Yup, I should have researched something regarding a one-liner from SE about a future update that was just released yesterday. Not to mention any answer is probably just speculation anyway.
