I doubt it... they still have to add in the other hamlet defense locations in the sub patches...

The empire stronghold is probably just a teaser for 1.23 or something.

I would hope not since this patch is supposed to have Garlean Empire Battle Content and I've not heard of any next patch delays for it (yet)
