Rewarded by the insanely easy quest 'Gift of Light' in Abyssea-La Theine. The quest has no prerequisites, and is repeatable (have to zone out in between repeats). You get a Hi-Reraiser every repeat, so long as you don't already have one (since it's Rare). It only takes a minute too, as long as you have Conflux #01 and #07 unlocked. You do have to succeed at the mini-game, but it's very easy, and you have 3 attempts. And even if you fail, you can just zone and then try again. :P
