To clarify Leeanna's comment: it comes from the Arboreal Grove in your Mog Garden, but only if you use Chestnut Tree Sap (10-point item from Login Campaign No.2) on the grove. You need 25 spirits to unlock the mob. I got 3 spirits my first day after applying the sap.
