Stat wise, this is an Atrophy Tabard +1 but with 1 more skill, 5 more Magic Accuracy, 25 Accuracy, and 4 less MND/INT.

Overall this body completely obsoletes the Tabard and gives every job that can use it an extremely powerful Enfeebling Magic piece.
