This is an incredible piece of gear for the jobs listed. PUP and BST benefit the most from this. SMN benefits from the Pet: Accuracy stat.

DRG doesn't benefit as much with this because all stats are for the Wyvern and not the Dragoon him/her self.

The point of this earring for DRG would be to swap in for post WS Breaths. The 15 Macc will help reduce resists.

It's a minor thing overall. But there's currently no other earrings to swap in for ele breaths. So it's pure gain. Get Macc+ 15 on breaths, lose nothing.
