Turning these in for the Mandragora Mad quest is by far the fastest and easiest way to get Windy fame.
The only problem is that the only way to get a sufficient number of these is to buy them from the NPC in Bastok who only sells them when Bastok is in 2nd place or above in conquest.
Be prepared to wait as long as several months for that to happen...
Despite the recipe below showing Goldsmithing first this is in fact a Bonecraft synth. If you are trying to HQ these you should base your chances off of your Bonecraft skill, not your Goldsmithing skill.
