OK! after 1000+ synt, i got 310 HQ (99) and 690 NQ (33) not a single HQ (66) so who ever got a HQ (66) post a screenshot of it, coz i dont think its posible.
Actually Deleon, 11 levels over is tier 1. 31 levels over is Tier 2. So if you have Alchemy 72 Goldsmithing 49, you should be tier 2 which is about 25% HQ rate. I have Alchemy 100+3 and Goldsmithing 60 and I HQ these frequently.
Have synthed thousands and thousands of all types of bullets and never ONCE have I got a HQ 66, till I see a screen shot I agree with posters below that it doesnt exist.

Regarding what Crosis said, I think this may only apply to Bastokers. I am Windurstian with heroic fame worldwide and he sells me bullets for 90 apiece, well over current AH price.
I have never received an HQ of 66 on these. i believe there is no HQ 66. I have received lots of HQ of 99s though. My theory is that HQ1 is 33, and possibly HQ2 is 99. This is because I notice there is a much lower HQ rate than usual on this item compared to other items I synth.
