A great alternative to Ziskas if you can't afford to get it by other means aka gil. Still a little pricey yes but hey, fairly decent xbow with agi +4 for your TA mod.

The draw to Ziska is the amazing Racc+8 in addition to the low delay. For thieves that use status bolts to solo, Racc+8 may mean the difference between life and death.
That being said, the Ziska is obviously considerably more and therefore this is the cheaper alternative that still has its own perks like agi+4
Just tried this with Synergy and Mordant 75. Level 10 synergy level currently, got 2 skill ups off of it. So yes, this item does allow for an Evolith equip
Velocity Bow has the same delay as Ziska and has an amazing 2 DMG less then Ziska. The DPS is not even noticeable since it's only a .5 drop.
So, I don't know why you say it's not a good option, it's fast and good for claiming, does consistent damage and let's not forget it's 1.1mil cheaper then Ziska, 60k cheaper then Staurobow.

Velocity bow is a better alternative then this bow for farming and pulling in parties.
@Glaciont Velocity bow is a waste of the Whisker...lower DPS, not a significant drop in delay, lower stats. Maybe if the delay was<200 it would be a good option, but it isnt
