Ok, so this has been looming over me since I got it, and I finally got around to testing it. This is the data I came up with (tested on lesser colibri). I used no attack altering attachments or fire maneuvers, and have 5/5 Optimization merits.

NO CAPE:
Auto. avg. melee damage - 80.16
Auto. avg. ranged damage - 282.53
Auto. avg. WS damage - 1448.18

WITH CAPE:
Auto. avg. melee damage - 87.36
Auto. avg. ranged damage - 282.07
Auto. avg. WS damage - 1465.33

So, the percentage changes from adding cape are:
Melee - 8.98% increase
Ranged - .16% decrease (statistical insignificance)
WS (Ranged) - 1.18% increase (statistical insignificance based on sample size)

In Dynamis-Qufim, Pantin Cape drops from Nightmare Stirge, Nightmare Tiger, and Nightmare Weapon.

In Dynamis-Buburimu, Pantin Cape drops from Nightmare Cockatrice and Nightmare Uragnite. It does not drop from Nightmare Crabs.

I can confirm the Nightmare Uragnites.
