One of the best items in the game I use it in every party and it has probably gained me many an extra level.

To get a double charge wait till it is on 1 charge use it and trade it for a recharge it will be ready to go straight away that way you can get two charges sort of for one party.

Must fully wear it first though.

you can get 3 charges in one day if you can't use it every day.

16hours before you plan on exp'ing, use a charge, then log off. it will still be in effect for 3 hours of in-game time.
when you log in, join a party, use up that charge, then put it back on and use it again.
by the time it wears off again, if it's now at 0, go get it recharged and use it again.
3000 bonus exp is pretty good at low levels.
