@ Marianka: Only for casting. You shouldn't be TPing in a casting piece; that's like a SAM TPing in Alky Bracelets.

You should be more specific when giving information. Whereas it's true that Commander's Cape is better for the "Big 3" Forager's Mantle is better for TP'ing and WS'ing. So... it's debateablw which cape is better depending on the play style of the Blue Mage. (Blue's are more than just their spells).

Great Sneak or Trick macro fodder for back, did the math and it does offer more than 15 ATK would.
