Fast Cast affects casting time by the % listed AND recast time by half of the % listed. An example would be the Rdm AF hat, which decreases spellcasting time by 10% AND recast time by 5%.
Haste affects melee attack speed and recast time ONLY, it does NOT affect spellcasting time. Recast time reduction will cap out at 50% from all sources.
As for decreased weakened time, the base time for the weakened state is 5 minutes. While under weakened status, you are under a 100% slow effect. Haste from spells will have no affect, but haste from gear will. However, no amount of haste from any source can shorten the duration of Weakened state.
I did look it up, and unfortunately, you are wrong, on all accounts.
I agree with Jessie on the value of these boots, however Haste % does not help with casting time; only Fast Cast helps with this. The recast time is accurate.
Rather than blindly believing one side, feel free to do some testing on your own. Grab a stopwatch (most modern cell phones have one built in) and cast a spell with a long cast time before and after swapping gear.
I experimented with MNK62/WHM31, and used Stoneskin, both before and after equipping Brown Belt (8% haste) and these (a total of 11% haste). Pressing the stopwatch's start and target select to start casting at the same time, I casted 10 times for equipped and 10 times for unequipped, and stopped the timer each time the Stoneskin icon was displayed. Due to human error, these numbers were all 7.91-8.07 seconds. Changing the gear to haste +11%, the times were 7.93-8.08.
Bottom Line: Haste+ gear does NOT affect casting times on spells.
these things are awesome for mnk,nin and sam, you stack it with the haste from brown or purple belt and ur hitting like a bish, it works well for nin and sam if you stack them with swift belt, these things are beautys
