Dabih Jajalioh sells certain items based on how much stock has been purchased from her. It is thought to be server-based. When she gets new stock in she announces in /say: "My new shipment has finally come in. Talk to me, and I can show you what we have!"
Dabih Jajalioh does sell them, I just saw them in her vendor list. She actually spoke (I heard her from the AH), saying "My new shipment has finally come in. Talk to me, and I can show you what we have!" And there they were.
Used in Abyssea - Grauberg quest 'Benevolence lost'. Take plenty of them with you when you do this quest since multiple trades are common. (took me 10 trades to clear)
