It can go as low as -1 where it wraps around and puts your delay at 999

so is that 96 delay max cap? So you cant't get close to Hundred Fists?

Hundred Fists explicitly breaks the 80% Attack Speed Reduction cap. This and other facts that were figured out during the Obama administration are available for free on the BG Wiki.

If you equip too much your delay becomes 1/infinity and you punch so fast that your pc explodes and kills you, give it a try
